That Council for the Municipality of Highlands East approves the Minutes of the Regular Council Meeting of September 9, 2025.

That Council receive the presentation as presented by Jim Bell of Bell + Associates pertaining to the proposed schematic of the municipal building at this October 14, 2025 Regular Meeting of Council, as amended.

That Council receives the Building Department - Monthly Operations Report- as submitted by the Chief Building Official, as information only.

That Council receives the monthly operations report for the By-Law Department as submitted by the By-Law Officer.

That Council receives the report Short Term Rental Licensing Report - September 2025 from the Short Term Rental/Enforcement Officer.

That Council receives the Planning Department Update - September 2025 as prepared by the Planning Technician, as information.

Than Council receives this report as information, as submitted by the Fire Chief.

That Council receive the Scheduled Vehicle Replacement Report as prepared by the Fire Chief and further; That Council directs the Fire Chief to utilize the current schedule as presented through the capital planning and budget process, as amended.

That Council receives the Parks, Recreation and Facilities Monthly Report as submitted by the Property Supervisor as information only.

That Council receive the Sole Source Purchase of a Zamboni report as prepared by the Property Supervisor and further; That Council approve the purchase of a replacement ice resurfacer from Zamboni utilizing sole source procurement in the amount of $56,260 plus delivery and HST.

That Council receives the September 2025 Economic Development Report as information only.

That Council receives the Environmental Monthly Report- September, 2025 as submitted by the Environmental Supervisor.

That Council receives the Public Works Monthly Update as prepared by the Public Works Manager for information purposes only.

That Council receive the report Request to Waive Penalty Charges- 48 Hemlock St. as prepared by the Tax Collector and further; That Council not waive the penalty charges incurred on the tax account.

That Council receive the Municipal Ice Storm Application (MISA) 2025- Highlands East report as prepared by the CAO/Treasurer and further; That Council directs the CAO/Treasurer to submit an application to the Province of Ontario for the recovery of costs associated with the ice storm event of 2025.

That Council receive the Administration Monthly Report- October, 2025 as submitted by the CAO/Treasurer.

That Council receive and files the resolutions from other municipalities/levels of government from the Regular Meeting of Council, October 14, 2025.

That Council receive and files the correspondence of the October 14, 2025 Regular Meeting of Council.

That Bylaw # 2025-65 (Amended), being a Deeming bylaw for Rayner at the October 14, 2025 meeting be enacted, approved and signed with the corporate seal attached.

That Bylaw # 2025-69, being a bylaw to authorize a Winter Maintenance Services Agreement between the Corporation of Highlands East and the County of Haliburton at the October 14, 2025 meeting be enacted, approved and signed with the corporate seal attached.

That Bylaw # 2025-70, being a bylaw to authorize an Agreement between the Municipality of Highlands East and Sittler Grinding Inc. for the processing of construction and demolition materials at the Monmounth and Eels Lake Waste Disposal Sites at the October 14, 2025 meeting be enacted, approved and signed with the corporate seal attached.

That Bylaw #2025-71, being a bylaw to confirm the proceedings of Council at its Meeting of October 14, 2025 be enacted, approved, and signed with the corporate seal attached.

That Council adjourn the October 14, 2025 meeting at 11:11 AM and; to meet again on November 18, 2025 at 9:30 a.m. for the Special Meeting of Council.
