Regular Meeting of Council

That the agenda for the Regular Meeting of Council of March 12, 2024 be approved as circulated.

That Council for the Municipality of Highlands East approves the Minutes of the Regular Council Meetings of February 13 and 27, 2024.

That Council receive the report "Draft Short Term Rental Accommodation By-Law" from the Junior Planner as information and further; That Council defer the following recommendation; 1. Include or exclude an exterior signage requirement in the by-law; 2. Include or exclude an option for operators/applicants who do not own their shoreline road allowance but do have shoreline structures/buildings; 3. Should Council choose to include an option for operators/applicants who do not own their shoreline road allowance but have shoreline structures/buildings, Council direct that the language in the by-law reflect Option 1, 2, 3 or 4; 4. Council directs staff to make any changes resulting from Council's discussion and finally; 5. Council directs staff to return at the next meeting of Council with a revised by-law, application, applicable attachments, and proposed fees for Council's consideration, as amended.

That Council receives the Planning Department Update - February 2024 as prepared by the Junior Planner as information.

That Council receives this report "Request for Direction - Shore Road Allowance Closure for Robitaille, Waive of Neighbour's Consent as information; And further that Council agrees to waive the requirement for neighbour consent for the closure and conveyance of the shore road allowance for Robitaille.

That Council receives this report regarding the proposed zoning by-law amendment for Minnie; and That Council approve the zoning by-law amendment at this meeting of March 12, 2024.

That Council come out of the Regular Meeting of Council for the scheduled Public Planning Meeting and it be declared open to discuss the following bylaw amendments made under Section 34 of the Planning Act, R.S.O 1990, cp 13 as amended pertaining to Applicant: McNalley

That Council adjourn the Public Planning Meeting at 10:55AM and; That Council reconvene to the Regular Meeting of Council.

That Council receive the report as provided by the Municipal Planner and defers the rezoning bylaw amendment for McNalley to the April 9, 2024 Regular Council Meeting, amended.

That Council receive the delegation as presented by Kevin Taylor, Little Blue Cabins Transitional Housing at the March 12, 2024 Regular Meeting of Council.

That Council receive the delegation as presented by the Haliburton County Master Gardeners, Carolyn Langdon and; That Council approve a letter of support be provided to the Haliburton County Master Gardeners for their application to the Eco Action Community Funding Program that would support a project consisting of assessments, planning and planting within the Herlihey Park of Highlands East, at the March 12, 2024 Regular Meeting of Council, as amended.

That Council receives the Building Department - Monthly Operations Report as submitted by the Chief Building Official, as information only.

That Council receives the monthly operations report for the By-law Department as submitted by the By-law Officer.

That Council acknowledges receipt of the Fire Department Monthly Operations Report as information only as submitted by the Fire Chief.

That Council acknowledges receipt of the Open Air Burning Bylaw Report as information and further; That Council accepts and approves the updated Open Air Burning Bylaw at this meeting.

That Council receives the Property and Facilities Monthly Operations Report as submitted by the Property Supervisor as information only.

That Council receive the report Cemetery Management - Next Steps as provided by the Municipal Clerk and further; That Council provide direction to the Municipal Clerk with consideration of the following options: 1. That Council directs the Municipal Clerk to complete the mandated notice criteria per the Bereavement Authority of Ontario (BAO), for the proposed bylaw to come forward at a future meeting for Council's review and consideration. Approval of the bylaw to follow at a later meeting date. 2. Council directs the Municipal Clerk not complete the mandated notice criteria per the Bereavement Authority of Ontario (BAO) and the proposed bylaw will not come forward for further discussion.

That Council receives the Environmental Monthly Report- March, 2024 as submitted by the Environmental Supervisor.

That Council receive the 2023 Annual Summary Reports- Cardiff and Dyno as submitted by the Environmental Supervisor and further; That Council approve the CAO/Treasurer to sign the Annual Reports for the Cardiff DWS & Dyno DWS, to be true and accurate on behalf of the Municipality.

That Council receives the Public Works Monthly Update as prepared by the Public Works Manager for information purposes only.

That the General Accounts for the month of February, 2024 in the amount of $208,955.79 be approved.

That Council receives the 2024 Budget Report as submitted by the CAO/Treasurer and further; That Council approves the Budget Estimates Bylaw at this meeting.

That Council receives the report, Short Term Rental (STR) Monitoring and Compliance Solutions RFP, as submitted by the CAO/Treasurer and further: That Council approve the award of the Short-Term Rental monitoring & compliance solutions service contract to Granicus Canada Holdings ULC.

That Council receive the Administration Monthly Report - March, 2024 as submitted by the CAO/Treasurer.

Be It Resolved that Staff Report CAO-04-2024 as provided by the County of Haliburton CAO regarding the Haliburton OPP Detachment Board be approved; and Further that Mayor Burton be appointed as the Municipal representative for Highlands East.

That the Council for the Municipality of Highlands East approves the following recommendation as provided by the Bancroft and Area Community Policing Advisory Committee; Be it resolved that Bancroft & Area Community Policing Advisory Committee have chosen Maggie’s Resource Centre of North Hastings and Kijicho Manito Madaouskarini to put forth one name from each agency to sit on the Police Services Governance Board for the Bancroft Detachment.

That the Council for the Municipality of Highlands East appoints Mayor Dave Burton to the Crowe Valley Conservation Authority as their representative for the 2024 year.

That Council receives and files the resolutions from other municipalities/levels of government from the Regular Meeting of Council, March 12, 2024.

That Council receives and files the correspondence of the March 12, 2024 Regular Meeting of Council.

That By-law # 2024-18, being a by-law for the rezoning amendment for McNalley be

That By-law # 2024-19, being a by-law for the rezoning amendment for Minnie at the March 12, 2024 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2024-20, being a by-law for the Regulating Open Air Fires within the Municipality of Highlands East at the March 12, 2024 meeting be enacted, approved and signed with the corporate seal attached.

That By-law #2024-21, being a by-law for the municipal budget estimates and the amount required through municipal taxation to address the costs for 2024 services at the March 12, 2024 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2024-22, being a by-law for the approval of the 2024 tax rates and to approve the estimates of all sums required during the year at the March 12, 2024 meeting be enacted, approved and signed with the corporate seal attached.

That By-law #2024-23, being a by-law to confirm the proceedings of Council at its Meeting of March 12, 2024 be enacted, approved, and signed with the corporate seal attached.

That Council adjourn the March 12, 2024 meeting at 1:06 PM and; to meet again on March 26, 2024 at 9:30 AM. for the Regular Meeting of Council.
