Regular Meeting of Council

That the agenda for the Regular Meeting of Council of August 8, 2023 be approved as circulated.

That Council for the Municipality of Highlands East approves the Minutes of the Regular Council Meeting of July 11, 2023.

That Council receive the delegation as presented by Tim Pidduck, General Manager of the Crowe Valley Conservation Authority and; That Council approve the signing of the Memorandum of Understanding between the Municipality of Highlands East and the Crowe Valley Conservation Authority at this meeting.

That Council receive the delegation as provided by Jon Cumming and Todd Watling of the Paudash Trail Blazers Snowmobile Club regarding the status of the IB&O bridge.

That Council receives the Building Department - Monthly Operations Report- as submitted by the Chief Building Official, as information only.

That Council receives the monthly operations report for the By-law Department as submitted by the By-law Officer.

That Council receives this report as information only, as submitted by the Fire Chief.

That council receives this report and further that; Council add Steven Yanch to the roster for Station 2 in Highland Grove for a 12 month probationary period.

That Council receives the Property and Facilities Monthly Operations Report as submitted by the Property Supervisor as information only.

That council receive the Environmental Department Monthly Report as submitted by the Environmental Supervisor as information only.

That Council receives the Public Works Monthly Update report as prepared by the Public Works Manager for information purposes only.

That Council receive the Earles Road Culvert Replacement Photo Contest report as prepared by the Public Works Manager, as information only.

That Council receives the July 2023 Economic Development Report as information only.

That the General Accounts for the month of July, 2023 in the amount of $1,595,900.72 be approved.

That Council receives the report, 2nd Quarter Financial Statements as submitted by the CAO/Treasurer.

That Council receive the Administration Monthly Report- August, 2023 as submitted by the Deputy CAO/Treasurer.

That Council receives the report "Land Use Agreement - Lands of Minnie" from the Deputy CAO/Treasurer as information and further; That Council refers the attached draft bylaw to the Bylaws section for approval and authorizes the Mayor and Clerk to execute the land use agreement.

That Council receive the letter submitted by Mr. Monchuks pertaining to ARU policy as information and; Furthermore That the letter be forwarded to the Planning and Building Departments for consideration as part of the ARU policy and zoning updates.

That Council come out of the Regular Meeting of Council for the scheduled Public Planning Meeting and it be declared open to discuss the following bylaw amendments made under Section 34 of the Planning Act, R.S.O 1990, cp 13 as amended pertaining to Applicants: Bredin, Rob

That Council adjourn the Public Planning Meeting at 10:48 and; That Council reconvene to the Regular Meeting of Council.

ZBA Bredin That Council approve the recommendation as provided by the Municipal Planner, as follows: That the Bredin ZBA report be received; and, That the zoning by-law amendment be approved at this meeting.

That Council receives and files the resolutions from other municipalities/levels of government from the Regular Meeting of Council, August 8, 2023.

That Council receives and files the correspondence of the August 8, 2023 Regular Meeting of Council.

That By-law #2023-70, being a by-law for a Site/Development Plan Agreement with Flagler at the August 8, 2023 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2023-71, being a by-law for Site/Development Plan Agreement for Turcotte at the August 8, 2023 meeting be enacted, approved and signed with the corporate seal attached.

That By-law #2023-72, being a by-law to enter into an Agreement for the Use of Municipal Land between the Municipality of Highlands East and the Township of Faraday and Lenna Minnie at the August 8, 2023 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2023-73, being a by-law for a Rezoning Amendment pertaining to Bredin at the August 8, 2023 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2023-74, being a by-law for a Rezoning Amendment pertaining to Coulson at the August 8, 2023 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2023-75, being a by-law that authorizes the agreement between the Municipality of Highlands East and Brinks Canada Limited at the August 8, 2023 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2023-76, being a by-law for the Memorandum of Understanding between the Municipality of Highlands East and the Crowe Valley Conservation Authority at the August 8, 2023 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2023-77, being a by-law to confirm the proceedings of Council at the August 8, 2023 meeting be enacted, approved and signed with the corporate seal attached.

That Council adjourn the August 8, 2023 meeting at 11:07 am and; to meet again on September 12, 2023 at 9:30 a.m. for the Regular Meeting of Council.
