Regular Meeting of Council

That the agenda for the Regular Meeting of Council of February 14, 2023 be altered with the following changes; The deletion of 9.1, Township of Minden Hills Reinstatement of the Community Policing Advisory Committee Resolution and; with the addition of item 8.9 b), being the Appointment to the Community Policing Advisory Committee be approved as amended.

That Council for the Municipality of Highlands East approves the Minutes of the Regular Council Meeting of January 10 and Special Meeting Minutes of January 17 and January 31, 2023.

That Council for the Municipality of Highlands East receives the Climate Action Progress Report as delivered by Korey McKay, Climate Change Coordinator of the County of Haliburton.

That Council receives this report "Returning File: RZ-07-2022 (Kumar) from the Municipal Planner and; That Council directs that the attached by-law be brought forward for approval at this meeting.

That Council receives the memo regarding Bill 109 and 23, being amendments to the Planning Act as provided by the Municipal Planner.

That Council receives the report Shoreline Road Closure, Neighbours Consent to be Waived (Gubbels) as submitted by the Municipal Clerk and; That Council approve the waiving of the policy requirement for consent of neighbour; Mitchell Gilmour.

That Council receives the Building Department - Monthly Operations Report- as submitted by the Chief Building Official as information only.

That Council receives the Building Department Year End Report including Comparisons and Stats- as submitted by the Chief Building Official as information only;

That Council receives the monthly operations report for the By-Law Department as submitted by the By-Law Officer.

That council receives the Fire Department Monthly Operations Report as information as submitted by the Fire Chief.

That Council receives the Property and Facilities Monthly Operations Report, as submitted by the Property Supervisor as information only.

That Council receives the report, P-01-2023- Cardiff Pool Change Room Building Replacement Tender Results as submitted by the Property Supervisor and further; That Council accepts the tender from Trilith Contracting Inc. in the amount of $218,733.33 plus HST and the bylaw be approved at this meeting and further; That Council approves utilizing a transfer from reserve in the 2023 budget to cover the total cost of the project.

That Council receives the report, Pre-Approval of a Plow and Harness Purchase, as submitted by the Property Supervisor and further; That Council approves the purchase of the plow and harness, prior to the 2023 Budget being passed.

That Council receives the Environmental Monthly Report- February, 2023 as submitted by the Deputy CAO/Treasurer.

That Council receive the Monthly Public Works Report for information as prepared by the Public Works Manager.

That Council receives the report, Pre-Approval for Tendering of Tree Clearing at Monmouth Landfill as submitted by the Operations Supervisor and further; That Council authorizes the Operations Supervisor to start the tender process for tree clearing to form part of the 2023 budget.

That the General Accounts for the month of January, 2023 in the amount of $ 366,850.81 be approved.

That Council receive the Administration Monthly Report- February, 2023 as submitted by the Deputy CAO/Treasurer.

That Council for the Municipality of Highlands East appoints Mayor Burton as the representative to the Community Policing Advisory Committee on behalf of the municipality.

That Council support the Town of Petrolia resolution pertaining to school boards being responsible for conducting their own trustee elections or at minimum municipalities be compensated by the school boards for overseeing such trustee elections and; That this resolution be circulated to the Minister of Education, MPP and MP and the Town of Petrolia, as amended.

That Council receives and files the resolutions from other municipalities/levels of government from the Regular Meeting of Council, February 14, 2023.

That Council receives and files the correspondence of the February 14, 2023 Regular Meeting of Council.

That By-law # 2023-06, being a by-law to enter into a Development Agreement between the Corporation of the Municipality of Highlands East and rezoning applicants Kumar at the meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2023-07, being a by-law for the Rezoning of lands for Kumar at the February 14, 2023 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2023-08, being a by-law for to provide an Interim Tax Levy at the February 14, 2023 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2023-09, being a by-law to appoint a Chief Building Official and By-law Officer (Karl Korpela) at the February 14, 2023 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2023-10, being a by-law to enter into an agreement between the Municipality of Highlands East and RSM Building Consultants at the February 14, 2023 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2023-11, being a by-law to appoint Building Officials provided by RSM Building Consultants at the February 14, 2023 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2023-12, being a by-law to award Trilith Contracting the contract for the replacement of the Cardiff Pool Change Room Building at the February 14, 2023 meeting be enacted, approved and signed with the corporate seal attached.

That By-law #2023-13 , being a by-law to confirm the proceedings of Council at its Regular Meeting of February 14, 2023 be enacted, approved, and signed with the corporate seal attached.

That Council adjourn the February 14, 2023 meeting at 10:54 AM and; to meet again on February 28, 2023 at 9:30 a.m. for the Regular Meeting of Council.
