Regular Meeting of Council

That the agenda for the Regular Meeting of Council of August 24, 2021 be approved as circulated with the addition of 8.9 e under Committees, a verbal report regarding Covid-19 and committee meetings being held, as amended.

That Council for the Municipality of Highlands East approves the Minutes of the Regular Council Meeting July 13 and Special Meeting of August 3, 2021.

That Council receives the delegation from David Hahn with respect to Wireless Internet Towers.

That Council receives the delegation from Mr. Neufeld regarding shoreline setback provisions.

That Council direct the municipal planners to provide a report back to Council and send all information to the municipal solicitor for review.

That Council receives the delegation from Ms. Mason regarding the Draft Noise By-law.

That Council direct staff to provide the Draft Noise By-law to the municipal solicitor for review, as well provide all comments from residents regarding the noise coming from the proposed gun range property.

That Council come out of the Regular Meeting of Council for the scheduled Public Planning Meeting and it be declared open to discuss the following bylaw amendments made under Section 34 of the Planning Act, R.S.O 1990, cp 13 as amended pertaining to Applicants: Look, Goodwin, George and Coulson.

That Council adjourn the Public Planning Meeting at 11:15 AM and; That Council reconvene to the Regular Meeting of Council.

That Council receives the Planning Department Update - July 2021 as prepared by the Junior Planner as information.

That Council receives the report 'Shore Road Allowance Purchase, August 2021 - a By-law to Stop Up, Close and Convey; Applicant: Vens, Christopher and Tracy' and accepts the recommendation in this report to approve the by-law to Stop Up, Close and Convey the original shore road allowance at this meeting for; Applicant: Vens, Christopher and Tracy Part of the Original Shore Road Allowance in front of Lot 2, Concession 3, Geographic Township of Glamorgan, Salerno Lake, 1008 Bowbek Trail, Roll # 4601 901 000 21700

That Council receives the report 'Shore Road Allowance Purchase, August 2021 - a By-law to Stop Up, Close and Convey; Applicant: Giaschi, David and Therese' and accepts the recommendation in this report to approve the by-law to Stop Up, Close and Convey the original shore road allowance at this meeting for; Applicant: Giaschi, David and Therese Part of the Original Shore Road Allowance in front of Lot 33, Concession 12, Geographic Township of Monmouth, Burnt River/Wilbermere Lake, 1077 Saunders Road, Roll # 4601 601 000 72500

That Council approves in principle an application to close and purchase the shoreline road allowance from Lori Howard-Corrick and Don Corrick and directs staff to forward the application to Bishop and Rogers for processing; That Council declares the portion of dry land shoreline road allowance in front of 1153 Enterprise Drive surplus; Furthermore, that the final closure and conveyance of this portion of shoreline road allowance shall not be completed until the landowners have brought the structures on their property into compliance with the Comprehensive Zoning By-law for the Municipality of Highlands East.

That Council approves in principle an application to close and purchase the shoreline road allowance from Robert Bredin and Kristyn Di Girolamo and directs staff to forward the application to Bishop and Rogers for processing; That Council declares the portion of dry land shoreline road allowance in front of 1052 Vinegar Hill Lane surplus; Furthermore, that the final closure and conveyance of this portion of shoreline road allowance shall not be completed until the landowners have brought the structures on their property into compliance with the Comprehensive Zoning By-law for the Municipality of Highlands East.

That Council approves in principle an application to close and purchase the shoreline road allowance from Paul and Sheri Moir and directs staff to forward the application to Bishop and Rogers for processing; That Council declares the portion of dry land shoreline road allowance in front of 1035 Aquamarine Lane surplus; Furthermore, that the final closure and conveyance of this portion of shoreline road allowance shall not be completed until the landowners confirmed compliance with the Comprehensive Zoning By-law for the Municipality of Highlands East.

That Council receives the report Construction Agreement as submitted by the Junior Planner for information and; Furthermore That Council approve entering into a Construction Agreement and requiring a $5,000.00 security deposit from the property owners Michael and Caitlin Gubbels at 1395 Ferguson Road and; Furthermore That all costs associated with the Construction Agreement to be borne by the applicant and; That a Bylaw authorizing the Construction Agreement be approved at this meeting and the Agreement to be registered on title.

That Council direct staff that the application for Allan and Selazek rezoning by-law amendment, File #RZ-11-2021 for lands at 1615 Trent Drive, located at Lot 1, Registered Plan 468 (Cardiff) be

That Council receives this report, Building Department - Monthly Operations Report- as submitted by the Chief Building Official as information only.

That Council receives the monthly progress report for the Septic Maintenance Program as information only, as submitted by the Septic Inspector.

That council receives the monthly operations report for the By-law department as submitted by the by-law officer.

That Council defers the Draft Noise By-law due to comments provided under Delegations.

That Council receives the Monthly Operations Report as information only, as submitted by the Fire Chief.

That Council receives this report as submitted by the Fire Chief and; That Council appoint the following firefighter to the roster for a 3 month probationary period:  Hunter Mayne to Sataion 4 - Wilberforce and;  remove Markus Tuomi and Lyle Nicholls from Station 3 - Gooderham.

That Council receive the Public Works Monthly Activity Report, as prepared by the Public Works Manager, as information.

That council receive the Environmental Department Monthly Report as submitted by the Environmental Supervisor as information only.

That Council receives this report, Property and Facilities - Monthly Operations Report, as submitted by the Property Supervisor as information only.

That Council receives the Joint Committee Meeting Minutes of June 16, 2021

That Council receives the Economic Development July 2021 Report as information only.

That Council approves the placement of signage at the end of the maintained portion of Gibson Road informing visitors of the preferred parking area and the distance to the Crown land mineral collecting site, with the signage paid for from the Trails and Outdoor Tourism reserve funds.

That Councils receives the Report - Off Leash Dog Park And furthermore, Council approves the creation of an off leash dog park in Cardiff behind the community centre paid for from the Recreation and Culture Committee's reserve funds.

That Council agrees that Council Members will attend the Joint Committee Meetings going forward.

That the General Accounts for the month of July, 2021 in the amount of $950,428.96 be approved.

That Council receives the report "Application for Write Off of Uncollectible Taxes" and' Council approves the reductions of taxes for the properties listed on the attached schedule for 2021 pertaining to section 357.

Council receives the August 24, 2021 Administration Monthly Report as submitted by the CAO/Treasurer, as amended.

That Council receive the August 24, 2021 CAO Meetings with Managers Report as submitted by the CAO/Treasurer.

That Council receives and files the resolutions from other municipalities/levels of government from the Regular Meeting of Council, August 24, 2021.

That Council receives and files the correspondence of the August 24, 2021 Regular Meeting of Council.

That By-law # 2021-73, being a by-law for the purchase of the shoreline road allowances at the August 24, 2021 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2021-74, being a by-law for the purchase of the shoreline road allowance to Vens at the August 24, 2021 meeting be enacted, approved and signed with the corporate seal attached.

That Council defers the approval of this by-law, rezoning amendment for Look on the basis of comments made within the Public Planning Meeting of August 24, 2021.

That By-law # 2021-76, being a by-law for the Rezoning Amendment for George and Miliaris at the August 24, 2021 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2021-77, being a by-law for the Rezoning Amendment for Goodwin at the August 24, 2021 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2021-78, being a by-law for a Construction Agreement with Gubbels at the August 24, 2021 meeting be enacted, approved and signed with the corporate seal attached.

That By-law # 2021-79, being a by-law for the Winter Maintenance Agreement between the Municipality of Highlands East and the County of Haliburton at the August 24, 2021 meeting be enacted, approved and signed with the corporate seal attached.

That By-law #2021-80, being a by-law for an Agreement between the Municipality of Highlands East and Bonnechere Excavating for the South Wilberforce Bridge at the August 24, 2021 meeting be enacted, approved and signed with the corporate seal attached.

That By-law #2021-81, being a by-law for Transfer Payment Agreement between the Municipality of Highlands East and Minister of Infrastructure, the Investing in Canada Infrastructure Program (ICIP), Covid-19 Resilience Infrastructure Stream at the August 24, 2021 meeting be enacted, approved and signed with the corporate seal attached.
