Highlands East Special Meeting of Council

Recommendation: That the agenda for the Special Meeting of Council on August 11, 2020 be approved as circulated.

Recommendation: That Council receives the Report Bill 197, Electronic Participation in Meetings, Amendment to the Municipal Act and to Highlands East Procedural By-laws for Council and Committees submitted by the Clerk for information and; Furthermore That the Draft By-law Amendment, being an amendment that revises a section of the Council Procedural By-law and the Committees Procedural By-law Electronic Participation be approved and; Furthermore That members who participate in open or closed meetings electronically be counted for purposes of quorum and; Furthermore That Members participating in closed meetings electronically be asked to confirm that they are alone by the Mayor/Chair and; That the Member is participating through a secure network for all meetings electronic, be approved at this meeting, as amended.

That Council approves By-law # 2020-42 being a bylaw to amend By-law 2020-25 and 2020-18 for the purpose of utilizing electronic meetings for Council, Board and Committee meetings with the following additions be included: That Members participating in closed meetings electronically be asked to confirm that they are alone by the Mayor/Chair and: That the Member is participating through a secure network for all meetings electronic, be approved at this meeting as amended.

That By-law # 2020-43, Being a By-law to confirm the proceedings of Council at its Special Meeting of August 11, 2020 be Enacted, Approved, and Signed with the Corporate Seal attached.

That the Special Meeting of Council for August 11, 2020 be adjourned at 9:11 AM.
